Majors Reforms in Haryana Enterprises Policy 2020
Dear Businessman,
Now business doing in Haryana will be more easy.
Haryana Govt is going to launch new policy for businessman named as ”Haryana Enterprises Promotion Policy, 2020”. The whole focus of the state is to create an environment of ease of doing business and strengthen the Industrial Infrastructure in order to facilitate the business community.
Most probably, policy is going to be implement in November 2020.
In this blog, we are sharing with the major reforms proposed in said policy so that you can plan your business Investment accordingly.
So, let’s start to know the major reforms as:
- Ease of Doing business:
- Projects with investments more than INR 10 crore and involving CLU cases of more than one-acre land will be cleared by the Empowered Executive Committee of HEPB.
- Projects with investments up to INR 10 crore and CLU cases up to one acre in conforming zones will be cleared by District Level Clearance Committee headed by Deputy Commissioner.
- Haryana Enterprises Promotion Center will provide more than 100 Industrial clearances such as Consent to Establish, Approval of Building Plans, Electricity Connection, Consent to Operate, Occupation certificate etc. through Single Window System within 45 Days.
- Digi Locker shall be integrated in the Single Window System to avoid hassle to investors of re-uploading documents.
- Automatic Notification on SMS and Email for renewal of license and payment of fees to the Enterprises.
- Central Inspection System (CIS) shall be synced with Single Window, Digi Locker, DSC and QR Code for scrutiny purpose.
- Major Reforms:
- MEMSEs shall be given all requisite business clearances within 15 days and beyond which there will be a provision for automated deemed clearances on HEPC portal.
- No inspections shall be carried out for a period of 3 years from the date of starting business.
- The limit of number of workers for exemption from coverage under Factories Act, 1948 shall be increased from 20 to 40 (for the industries operating without the aid of power) and from 10 to 20 (for the industries operating with aid of power).
- Enhances FAR (Floor Area Ratio) subject to payment of proportionate CLU Fees.
For General Industry – Enhances from 150% to 200%
For Warehouse – Enhances from 75% to 150%
- A One-time opportunities shall be given to Industry which commence business without obtaining CLU as required from Town and Country Planning Department.
- Property Title verification shall be done by TCP before buying the land for industry purpose.
- Land record of Past 20 Years shall be digitalized with transaction history.
- 31 Block shall be CLU Free. Auto CLU on up to 1 Acres will be
- A Lessee can be taken CLU on leased land (for minimum lease of 30 years) for and on behalf of land owner.
- No Transfer fee shall be taken in HSIIDC plot.
- 5% Area of Industrial Estate shall be reserved for Warehousing Activities by HSIIDC.
- Fire NOC shall be renewed in 3 years rather than each year.
- Block Categorization has reframed for regional balance growth.
- The category of incentives, namely, SGST reimbursement, interest subsidy, electricity duty exemption, stamp duty refund etc. will be provided in the A, B, C & D category blocks along with the additional incentives.
- Export Enhancing:
- Office of Export Promotion Council shall be set up in Karnal, Hisar, Panipat and Ambala for promoting the exports.
- Export Promotion Industrial Park at Panipat shall be set up for Textile Exporting Units.
- New Project of Creation Inland Containers Depots in Hisar, Karnal and Panipat with exemption of External Development charges and 50% refund of stamp duty on such project.
- Haryana Export Promotion Council shall be set up.

अब हरियाणा में कारोबार करना और आसान हो जाएगा।
हरियाणा सरकार “हरियाणा एंटरप्राइजेज प्रमोशन पॉलिसी, 2020” नाम से व्यवसायी के लिए नई नीति शुरू करने जा रही है। राज्य का पूरा ध्यान व्यापार करने में आसानी का वातावरण तैयार करना और व्यवसायिक समुदाय को सुविधा प्रदान करने के लिए औद्योगिक आधारभूत संरचना को मजबूत करना है।
संभवत: नवंबर 2020 में नीति लागू होने जा रही है।
इस ब्लॉग में, हम उक्त नीति में प्रस्तावित प्रमुख सुधारों को साझा कर रहे हैं ताकि आप अपने व्यापार निवेश की योजना इसके अनुसार बना सकें।
तो, चलिए प्रमुख सुधारों को जानते हैं:
- व्यापार करने में आसानी:
- INR 10 करोड़ से अधिक के निवेश वाली परियोजनाएं और HEPB की अधिकार प्राप्त कार्यकारी समिति द्वारा एक एकड़ से अधिक भूमि के CLU मामलों को शामिल किया जाएगा।
- डिप्टी कमिश्नर की अध्यक्षता वाली जिला स्तरीय क्लीयरेंस कमेटी के अनुसार एक एकड़ तक के INR 10 करोड़ और CLU मामलों तक के निवेश वाले प्रोजेक्ट क्लीयर किए जाएंगे।
- हरियाणा एंटरप्राइजेज प्रमोशन सेंटर 45 दिनों के भीतर सिंगल विंडो सिस्टम के माध्यम से 100 से अधिक औद्योगिक मंजूरी प्रदान करेगा जैसे कि कंसेंट टू इस्टैब्लिशमेंट, बिल्डिंग प्लान्स की मंजूरी, बिजली कनेक्शन, कंसेंट टू ऑपरेट, ऑक्यूपेशन सर्टिफिकेट आदि।
- डिजी लॉकर को पुन: अपलोड करने वाले निवेशकों को परेशानी से बचने के लिए सिंगल विंडो सिस्टम में एकीकृत किया जाएगा।
- लाइसेंस के नवीनीकरण और उद्यमों को शुल्क के भुगतान के लिए एसएमएस और ईमेल पर स्वचालित अधिसूचना।
- केंद्रीय निरीक्षण प्रणाली (CIS) को जांच के लिए सिंगल विंडो, डिजी लॉकर, DSC और QR कोड के साथ सिंक किया जाएगा।
बी। प्रमुख सुधार:
- MEMSEs को 15 दिनों के भीतर सभी अपेक्षित व्यावसायिक मंजूरी दे दी जाएंगी और इसके बाद HEPC पोर्टल पर स्वचालित डीम्ड क्लीयरेंस का प्रावधान होगा।
- व्यवसाय शुरू करने की तारीख से 3 वर्ष की अवधि के लिए कोई निरीक्षण नहीं किया जाएगा।
- कारखानों अधिनियम, 1948 के तहत कवरेज से छूट के लिए श्रमिकों की संख्या 20 से बढ़ाकर 40 (बिजली की सहायता के बिना काम करने वाले उद्योगों के लिए) और 10 से 20 तक (बिजली की सहायता से संचालित होने वाले उद्योगों के लिए) की जाएगी। ।
- आनुपातिक सीएलयू शुल्क के भुगतान के अधीन एफएआर (तल क्षेत्र अनुपात) बढ़ाता है।
सामान्य उद्योग के लिए – 150% से बढ़ाकर 200%
वेयरहाउस के लिए – 75% से बढ़ाकर 150%
- टाउन और कंट्री प्लानिंग डिपार्टमेंट से आवश्यकतानुसार इंडस्ट्री शुरू करने के लिए एक बार मौका दिया जाएगा।
- उद्योग उद्देश्य के लिए जमीन खरीदने से पहले टीसीपी द्वारा संपत्ति का शीर्षक सत्यापन किया जाएगा।
- विगत 20 वर्षों के भूमि रिकॉर्ड को लेनदेन के इतिहास के साथ डिजिटल किया जाएगा।
- 31 ब्लॉक CLU मुक्त होंगे। 1 एकड़ तक का ऑटो सीएलयू दिया जाएगा।
- भूमि मालिक की ओर से और उसके लिए पट्टे पर दी गई भूमि पर (30 वर्ष की न्यूनतम लीज पर) एक सीएलयू लिया जा सकता है।
- HSIIDC प्लॉट में कोई हस्तांतरण शुल्क नहीं लिया जाएगा।
- औद्योगिक क्षेत्र का 5% क्षेत्र HSIIDC द्वारा वेयरहाउसिंग गतिविधियों के लिए आरक्षित किया जाएगा।
- फायर एनओसी को प्रत्येक वर्ष के बजाय 3 वर्षों में नवीनीकृत किया जाएगा।
- क्षेत्रीय संतुलन विकास के लिए ब्लॉक वर्गीकरण ने फिर से विकास किया है।
- अतिरिक्त प्रोत्साहन के साथ ए, बी, सी और डी श्रेणी के ब्लॉक में प्रोत्साहन की श्रेणी, अर्थात्, एसजीएसटी प्रतिपूर्ति, ब्याज अनुदान, बिजली शुल्क छूट, स्टांप शुल्क वापसी आदि प्रदान की जाएगी।
- निर्यात बढ़ाने:
- निर्यात को बढ़ावा देने के लिए करनाल, हिसार, पानीपत और अंबाला में निर्यात संवर्धन परिषद का कार्यालय स्थापित किया जाएगा।
- कपड़ा निर्यात इकाइयों के लिए पानीपत में निर्यात संवर्धन औद्योगिक पार्क स्थापित किया जाएगा।
- हिसार, करनाल और पानीपत में निर्माण अंतर्देशीय कंटेनरों डिपो की नई परियोजना बाहरी विकास शुल्क की छूट और ऐसी परियोजना पर स्टांप शुल्क का 50% वापसी।
- हरियाणा निर्यात संवर्धन परिषद की स्थापना की जाएगी।
अभी भी इस नीति में MSME व्यापार इकाई के लिए विशेष लाभ / सब्सिडी और प्रोत्साहन के प्रावधान हैं।
