Big Opportunities for Meghalaya: FCI Invites Tenders for Food Storage Godowns
1. Tender Overview & Purpose:
The tender is invited by the General Manager, FCI, Regional Office Meghalaya Region. It is for the construction of godowns for FCI storage, to be managed and supervised by the tenderer, under a “Build, Own and Operate on ‘lease with services’” basis.
A guaranteed lease period of 15 years is offered.
Submission Process & Critical Dates:
Registration: Aspiring bidders not registered on GeM Portal must enroll/register before participating.
Tender Submission Deadline: July 4, 2025, at 3:00 P.M.
Technical Bid Opening: July 4, 2025, at 3:30 P.M4243. If this date is a holiday, tenders will be opened the next working day at the same time.
2. Eligibility and Land Requirements:
Tenderers must either own land, hold land under a registered lease for a minimum of 19 years with permission to construct godowns, or be willing to acquire land by ownership/registered lease within 180 days from the date of tender acceptance.
Ownership specifics:
Individual: Land must be solely in the individual’s name.
Partnership Firm: Land can be in the firm’s name or one or more partners’ names, provided it’s reflected in the Partnership Deed. An unregistered firm can participate but must register and submit proof within 30 days of contract award.
Company or Trust: Land must be in the name of the company or trust only, not directors, shareholders, trustees, or sister concerns.
Experience (for “Lease with Services”): Tenderers need two years of experience in food grain preservation and maintenance, or they must hire personnel with equivalent experience.
3 Tender Locations

5 Godown Capacity & Configuration:
- Offers for smaller capacities may be considered if insufficient offers are received, subject to a minimum of 5000 MT for plain areas and 1670 MT for hilly areas.
- For hilly areas, godowns of 1670 MT can be constructed on stepped land, potentially as two smaller godowns (e.g., 1120 MT + 550 MT) or three smaller godowns (e.g., 560 MT + 560 MT + 550 MT).
- For plain areas, minimum capacity is 5000 MT with incremental enhancement by 1670 MT in a single chamber. Hilly locations require a minimum of 1670 MT with additional smaller chambers in multiples of 560 MT.
6 Financial Requirements & Guarantees:
Earnest Money Deposit (EMD):
Rs. 20.00 per MT of the offered storage capacity.
Micro & Small Enterprises (MSEs) and Start-ups are exempt but must provide proof of registration.
Payment must be made through NEFT/RTGS/Other electronic means to FCI Account No. 10282165772, IFSC No. SBIN0001244. A copy of the bank acknowledgment receipt with the UTR Number must be uploaded with the Technical Bid.
Tenders without the requisite EMD or proof of exemption will be summarily rejected. Conditional tenders will also lead to EMD forfeiture.
Supplementary Guarantee (if acquiring land):
- Required at Rs. 100.00 per MT for the offered capacity, in the form of a Bank Guarantee (BG) or e-PBG, from a National Bank.
- Must be valid for a minimum of nine months from the tender submission date.
- The issuing bank must send SFMS messages (MT760 COV for issuance, MT767 COV for amendment) to FCI’s banker (ICICI Bank Ltd., IFSC ICIC0000007), specifying the FCI beneficiary code “FCIFB11” in field 70372425. A copy of this SFMS message must be submitted with the original BG.
Security Deposit:
- Successful tenderers must furnish it within 15 working days from the date of the acceptance letter.
- Amount: Rs. 40/- per MT for non-Railway Siding Godowns and Rs. 60/- per MT for Railway Siding Godown.
- Payment is made via NEFT/RTGS/Other electronic means to the specified FCI account. Failure to provide it within the period may lead to contract termination and forfeiture of EMD and encashment of any submitted Bank Guarantee.
Performance Guarantee:
- Required at the time of lease execution in the form of an irrevocable Bank Guarantee from any Nationalized Bank.
- Amount: Rs. 50/MT for “lease only” agreements and Rs. 100/MT for “lease with services” agreements.
- Must remain valid for six months after the expiry of the lease period.
- Similar SFMS message requirements apply as for Supplementary Guarantee.
7 Required Documents for Technical Bid:
- Proof of EMD deposit or exemption.
- Supplementary Guarantee BG (if applicable).
- Coordinates and proper demarcation of the proposed land.
- Detailed site and layout plan showing proposed structures, approach to main road, and distance from the FCI-provided reference point.
- Proof of land ownership/registered lease/affidavit of intent to acquire land.
- Non-encumbrance certificate (NEC) and sketch plan of the land.
- No Objection Certificate (NOC) from the lessor for godown construction (if land is on private registered lease).
- Firm Registration Certificate/Partnership Deed/AOA&MOA (for companies).
- Feasibility report for railway siding godowns (ideally from Railways or a detailed self-prepared one).
- PAN, GST No., Income Tax returns for the last 3 years, or Bank statement for one year (for non-assesse).
- Bank details (Account Holder Name, Bank Name, Branch Name, Account No, IFSC Code).
- All Annexures and Appendices of MTF must be duly filled, signed on each page, scanned, and uploaded.
The original copy of the Bank Guarantee (if applicable) must be submitted to the Regional Office Assam within 3 working days of the online technical bid opening (July 5-9, 2025, by 11:00 AM).
8 Suitability of Land:
Land Suitability: Suitability is a major criterion. Land should ideally not have HT lines (11 KVA & above) passing over the proposed layout. It must not be in a flood or water-logging prone area, and polluting industries should not be in the vicinity.
Access: The site must have access through an all-weather black-topped or RCC/CC road of minimum 22 feet width (excluding hilly regions). Brick paved or gravel roads are not acceptable.
Proximity: Godowns should preferably be within 8 KM of a full rake railway Goods Shed (where applicable) or within 8 KM of municipal limits/15 KM from the reference point where no full rake railway goods shed exists. Land preferably on National or State Highway.
Land Title: The proposed land and approach road must have good, unencumbered, and undisputed title.
Land Area: For a 5,000 MT capacity godown, approximately 2.0 Acres are required. An additional 1.7 acres per 5000 MT capacity increase is needed. The plot should ideally be rectangular, and for railway siding godowns, long enough to accommodate a full rake facility in a single placement.
9 Construction Period:
Maximum 2 years for non-railway siding godowns and 3 years for railway siding godowns from the acceptance letter date, including the 180 days for land acquisition29. Delays up to one year may be allowed with a corresponding reduction in the lease guarantee period.
Early completion can lead to an incentive (additional guarantee period).
