SCHEME ON “Expression of Interest for inviting applicants setting up of Food Testing Laboratories with NABL accreditation under scheme for Food Safety and Quality Assurance Infrastructure (FSQAI) of PMKSY.”
Dear Businessman/Investors,
In Series of KIP: Business and Subsidy Update, today we are going to share with you benefit of the Central Government Scheme on “Expression of Interest for inviting applicants setting up of Food Testing Laboratories with NABL accreditation under scheme for Food Safety and Quality Assurance Infrastructure (FSQAI) of PMKSY..”
Objectives :
To strengthen food testing infrastructure nationwide, enhancing quality testing facilities’ availability and accessibility for the food processing sector and stakeholders, thereby reducing the turnaround time (TAT) for food sample testing and analysis.
Quantum of Assistance:
Assistance will be provided for the following components subject to a maximum of Rs. 5.00 crore per project:
- For Equipment: General Areas: 50% of eligible equipment cost.
Difficult Areas/ SC/ST/ FPOs: 70% of eligible equipment cost.
- Technical Civil Work (TCW) and Furniture & Fixtures: Expenditure proposed by the applicant, subject to maximum of 2% of eligible cost or Rs. 15.00 Lakhs, whichever is lower.
Eligibility Entities:
- Promoter’s Equity
- General Areas:
- Minimum 20% of the total project cost must be contributed as promoter’s equity.
- Difficult Areas, SC/ST, FPOs:
- Minimum 10% of the total project cost.
- SC/ST Proposals:
- SC/ST member(s) must hold at least 51% shareholding in the applicant entity.
- Net Worth Requirement
- Combined net worth of the applicant must be at least equal to the subsidy amount sought.
- Net worth must be calculated strictly as per Annexure-XI of the guidelines.
- Term Loan Requirement (from RBI-approved Bank/FI/NBFC)
- General Areas:
- Minimum 20% of the total project cost must be financed through a term loan.
- Difficult Areas, SC/ST, FPOs:
- Minimum 10% of the total project cost.
- The Loan Sanction Letter must be dated after the issue date of the EoI.
- These funding thresholds must be maintained until project completion.
- Detailed Appraisal Note
- Must be issued by any of the following:
- Scheduled Commercial Bank
- NABARD
- SIDBI
- NEDFi
- The Appraisal Note date must not be earlier than the date of issue of the EoI.
- Past Assistance Conditions
- If the applicant or its promoters have previously received financial assistance from MoFPI:
- They become eligible for a new subsidy only after 2 years from the earliest of:
- Date of release of final installment, OR
- Date of Commercial Trial Operation (CTO) of the previous project.
- The 2-year period is counted up to the EoI closing date.
- They become eligible for a new subsidy only after 2 years from the earliest of:
- An entity or its promoters are eligible for a maximum of two projects within a 10-year period, counted:
- From the date of commercial operation of the first project,
- Up to the EoI closure date,
- Under any sub-component of PMKSY of MoFPI.
THE ABOVE MENTIONED SCHEME IS APPLYING THROUGH THE EXPRESSION OF INTEREST (EOI) FOR “FINANCIAL ASSISTANCE TO SETTING UP OF FOOD TESTING LABORATORIES”
Proposals are invited from eligible prospective entrepreneurs for setting up of Food Testing Laboratories with NABL accreditation under scheme for Food Safety and Quality Assurance Infrastructure (FSQAI) of “PRADHAN MANTRI KISAN SAMPADA YOJANA””. Interested applicants may submit proposals in accordance with the Scheme Guidelines dated 12t November 2025, available on the Ministry of Food Processing Industries’s website (https://lwww.mofpi.gov.in).
2. The entities are required to submit their applications online only at httos:/www.sampada-mofpi.gov.in/ with relevant details (under appropriate headings) under “PRADHAN MANTRI KISAN SAMPADA YOJANA
- Submission of application physically or through any other means, shall not be accepted.
- The last date for submission of applications is 17:00 hrs on 20t January, 2026.
- The entities are required to submit a Demand Draft as non-refundable fee as per respective scheme guidelines, in favour of “Pay & Accounts Officer, Ministry of Food Processing Industries, New Delhi”. A scanned copy of Demand Draft must be attached along with the application.
- The demand drafts, in original, should reach the Ministry not later than one week after last date of submission of application.
- Pre-bid meeting will be held on 02 December, 2025 at 2:30 p.m in Room No. 120, Ministry of Food Processing Industries, Panchsheel Bhawan, August Kranti Marg, New Delhi.
- The link for submission of online application shall be available and functional from 10.00 hrs of 215t November, 2025 till 17.00 hrs of 20th January, 2026.
