Powering India Green – APCPL’s Procurement Drive for Agro-Residue Biomass Pellets
The Aravali Power Company Private Limited (APCPL), a joint venture involving NTPC Limited, HPGCL, and IPGCL, has initiated a significant procurement effort aimed at integrating sustainable agro-residue materials into thermal power generation. This procurement specifically targets Non-Torrefied Biomass Pellets for the Indira Gandhi Super Thermal Power Project (IGSTPP) located at Jharli, District Jhajjar, Haryana.
- The Scope: APCPL is seeking suppliers for a substantial quantity of biomass pellets over a two-year period (730 days).
- Total Requirement: The total tendered quantity stands at 1695 Tonnes Per Day (TPD), equating to 1,237,350 Metric Tonnes (MT) over the contract duration.
- Bidding Process: The procurement is being conducted via Domestic Competitive Bidding using a Single Stage Two Envelope basis (Techno-Commercial and Price) through the Government e-Marketplace (GeM) portal.
- Last Date For Submission : 31st December 2025
Mandatory Raw Material Requirements
APCPL has set strict mandates regarding the composition and sourcing of the biomass pellets to ensure environmental and regional benefits are met:
- Paddy Residue Mandate: A minimum use of 50% raw material must be stubble/straw/crop residue of rice paddy.
- Local Sourcing: This mandatory paddy residue must be sourced only from the Punjab, Haryana, or NCR Region.
- Unacceptable Materials: The raw materials used must be agro-residue; wood-based pellets are not acceptable. Furthermore, materials that generate obnoxious or unpleasant odors, such as Press Mud, animal dung, Municipal Solid Waste (MSW), and poultry farm waste, are prohibited in pellet manufacturing
Technical and Quality Specifications
Pellets must adhere to rigorous quality controls to be accepted:
- Gross Calorific Value (GCV): The acceptable range for GCV (As Received Basis – ARB) is 2800 Kcal/Kg to 3400 Kcal/Kg.
- Material with GCV below 2000 Kcal/Kg receives no payment and repeated supply below this level or frequent supply below 2800 Kcal/Kg can lead to contract termination.
- Moisture Content: The acceptable limit for moisture (ARB) is M≤14%.
- If moisture exceeds 18.0%, no payment is made for that consignment. Repeated instances of moisture exceeding 18% or Sulphur (S) exceeding 1% can result in contract termination.
- Fines: The percentage of fines (dust/broken pellets with length <3 mm) must be ≤5% by weight (ARB). If fines exceed 5%, proportionate financial recovery will be applied.
Financial and Logistical Details for Suppliers
- Benchmark Price Structure: The Ministry of Power has notified a benchmark price for non-torrefied biomass in the NCR region. The Ex-factory Price (including 5% GST) is Rs. 8282.40 per MT (for a 3400 Kcal/Kg GCV).
- Supplier Pricing: The total procurement price is calculated as the benchmark Ex-factory Price plus the Transportation Price (to be quoted by the bidder).
- Transportation Responsibility: Suppliers are responsible for the supply, loading, transport, and delivery (FOR destination basis) to IGSTPP, Jharli-Jhajjar. Carriages must be fully covered and waterproof to prevent contamination or degradation during transit.
- Incentives for MSEs and NCR Bidders:
- MSEs (Manufacturers only): Micro and Small Enterprises who are manufacturers (not traders) can receive exemption from Bid Security/EMD and qualify for purchase preference (up to 25% of the tendered quantity if their price is within L1 + 15%).
- Punjab/Haryana/NCR Sourcing: Bidders sourcing 100% of their raw materials from Punjab, Haryana, and NCR are given preferential allocation for 15% of the total tendered quantity.
