The Future of Renewable Energy Tenders: Managing West Bengal’s Newest Bio-Mass Facility
The West Bengal Forest Development Corporation Limited (WBFDCL) is seeking an agency for the operation, maintenance, and management of a bio-mass briquetting plant and the production of bio-mass briquettes.
• Location: Lodhasuli, Jhargram District.
• Objective: To produce “White Fuel” from biomass waste (agricultural residues, forest litter, etc.) to promote sustainable waste management and clean energy.
• Infrastructure: WBFDCL will construct the required infrastructure, which is funded by the West Bengal Pollution Control Board (WBPCB).
• Duration: The period of work is one year
Financial Terms and Deposits
Earnest Money Deposit (EMD): An initial amount of Rs. 10,000.00 must be deposited online during the e-tender process. The successful bidder whose rate is accepted must then deposit EMD at 2% of the accepted bid value before the work order is issued.
• Security Deposit: A total of 10% of the value of works executed will be deducted from running account bills (this includes the converted EMD). This deposit is released one year after the actual date of completion.
• Rates: The tender is based on an Item Rate including GST, and quoted rates remain firm for the project duration
Eligibility and Submission Requirements
- Technical Credentials: Intending tenderers must have completed a single similar work valued at at least 40% of the estimated amount put to tender within the last five years. Alternatively, they may show two similar works valued at 30% each or a running work completed to at least 80%.
- Mandatory Documents: Bidders must provide a valid GST Registration Certificate (for West Bengal), PAN Card, Trade License, ESI and EPF Registration, and ITR acknowledgments for the last three assessment years.
- Submission Format: Tenders must be submitted online in two folders: a Technical Proposal (containing statutory documents and forms) and a Financial Proposal (containing the Bill of Quantities).

Operational Obligations and Penalties
- Utility Costs: The contractor must install a separate private meter for electricity and bear all consumption expenses. They are also responsible for all operational costs, maintenance, and management including fixtures and furnishings.
- Labor: Preference should be given to local laborers, specifically those from the Joint Forest Protection Committee (JFMC) and Job Card holders.
- Defect Liability: There is a defect liability period of six months from the date of completion.
- Debarment: The tender specifies 16 categories of offenses—such as submitting false information or abandoning work—that can lead to disqualification for up to two to three years.
- To understand the arrangement, you might think of the WBFDCL as a landlord providing a fully built kitchen (the plant) and the Contractor as a chef who must bring their own staff, pay for the electricity, and source the ingredients (biomass) to produce the final meal (briquettes) for a set period.
