Malabar Regional Co-operative Milk Producers’ Union Ltd. (MRCMPU Ltd.) has invited a tender for the supply of biomass briquettes at its Malappuram Dairy, offering a new business opportunity for eligible biomass briquette manufacturers.

Eligibility and Qualification Requirements
- Experience: Bidders must have been in the field of supplying briquettes to industries for the past two continuous financial years.
- Track Record: Bidders must have executed at least one Supply Rate Contract in their own company name during the last financial year.
- Infrastructure: The bidder must own a manufacturing plant with adequate capacity to meet the dairy’s needs; sub-leasing the order is strictly prohibited.
- Documentation: Bidders must upload signed copies of the tender document as a token of acceptance and provide proof of manufacturing plant ownership.
Technical Specifications and Quality Standards
- Annual Quantity: Approximately 4250 Ton per year, though this is liable for a variation of +/- 20%.
- Buffer Stock: The contractor is required to maintain a buffer stock of 500 Metric Ton at the dairy.
- Quality Metrics (IS 1350 Test Method):
- Gross Calorific Value (GCV): Minimum 4000 Kcal/Kg.
- Moisture Content: Not more than 7%.
- Ash Content: Not more than 5%.
- Testing: The contractor must provide a test report from a Government-recognized lab within one month of receiving the contract. Additionally, the dairy will conduct its own testing every three months.
Financial Terms and Bidding Process
- Tender Fees & EMD: A tender form cost of Rs. 7,500 and an EMD of Rs. 1,00,000 must be paid online via the Kerala e-tender portal.
- Pricing: Rates must be quoted per kilogram and remain fixed for the entire contract duration. The rate should include materials, taxes, loading, and transportation (F.O.R. Malappuram Dairy), while unloading charges are borne by the dairy.
- Two-Cover System: Bids must be submitted in two parts: a technical bid and a price bid. Only those who qualify technically will have their price bids opened.
- Security Deposit: The successful bidder must remit Rs. 2,00,000 as security within 10 days of contract finalization.
Contract Awarding Scenarios
The MRCMPU prefers multiple suppliers to ensure uninterrupted supply. While the final decision rests with the Dairy Manager, the following indicative scenarios apply if other bidders match the L1 (lowest) rate:
- No Match: 100% of the order goes to L1.
- One Match: 60% to L1 and 40% to L2.
- Two Matches: 50% to L1, 30% to L2, and 20% to L3.
- Three Matches: 40% to L1 and 20% each to the other three bidders.
Penalties and Rejections
- Liquidated Damages: Failure to deliver within the specified time may result in a deduction of 0.5% of the value of delayed items per week, up to a maximum of 10%.
- Malpractice: Supplying substandard materials or falsely increasing weight (e.g., adding stones or bricks) can lead to immediate termination of the contract.
Rejection: The dairy reserves the right to reject goods that do not conform to specifications. In such cases, the supplier must replace the material at their own cost.
