NTPC-SAIL Power Company Limited (NSPCL) is advancing its commitment to sustainable energy by launching a major procurement drive for 60,000 MT of agro-residue based biomass pellets for its Bhilai PP-III plant, a move designed to reduce carbon emissions and provide a greener alternative to stubble burning.
Scope and Quantity
Brief Scope: The work involves the supply, loading, transport, and delivery of agro-residue based biomass pellets.
• Total Quantity: 60,000 MT.
• Daily Quantity: Approximately 110 Tons per day (TPD).
• Contract Duration: Eighteen months (18 Months/546 days).
Eligibility and Participation
Eligible Bidders: Participation is open to pellet manufacturers, future pellet manufacturers, and traders/aggregators.
• Make in India (MII) Criteria: Only “Class-I local suppliers” are eligible to participate, with a minimum local content requirement of 100%.
• Consortiums: Bidding is open to consortiums of up to three members, all of whom must be from within the Employer’s country
Pricing and Benchmark
- Benchmark Price: The notified benchmark price for the Western Region is Rs. 2.24/1000 kcal (excluding GST) or Rs. 2.352/1000 kcal (including GST).
- Base Price: Calculated based on a Gross Calorific Value (GCV) of 3400 Kcal/Kg, the ex-works price (including GST) is Rs. 7,996.80 per Metric Ton.
- Quoting Requirements: Bidders must quote the total price on a F.O.R. destination basis, inclusive of the base price, transportation costs, GST, and all incidental charges.
Financial Securities
- Bid Security (EMD): The amount depends on the quoted quantity in TPD.
- 20 TPD: Rs. 10 Lakhs.
- 30-60 TPD: Rs. 20 Lakhs.
- 70-110 TPD: Rs. 50 Lakhs.
- Performance Bank Guarantee (PBG): The successful bidder must provide a PBG for 5% of the Contract Price within 30 days of the Letter of Award.
Technical Specifications
- Origin: Only agricultural/crop residue-based pellets are acceptable; wood-based pellets are not allowed.
- Physical Dimensions: Diameter must be no more than 25 mm, and length must not exceed 35 mm.
- Gross Calorific Value (GCV): The acceptable range is 2800 Kcal/Kg to 4000 Kcal/Kg on an “As Received Basis” (ARB).
- Moisture Content: Ideally ≤ 14%. If moisture is ≥ 18%, no payment will be made for that consignment.
Allocation and Methodology
- Minimum Quote: Bidders must quote a minimum of 20 TPD, with increments in multiples of 10 TPD.
- Allocation Process: Quantity will be allocated using a “Bucket Filling” approach from the lowest bidder (L1) upwards.
- Reserved Quantities: 25% of the quantity is offered to MSE bidders, and 15% is offered to bidders from Punjab, Haryana, or NCR (subject to specific conditions)
Delivery and Payments
- Delivery Start: The contractor must start delivery within 15 days of the Letter of Award (LOA).
- Payment Terms: 100% payment is made within 30 days after the receipt and acceptance of test results at the NSPCL site, subject to the submission of the PBG.
- Liquidated Damages (LD): Shortfalls in supply exceeding 30% of the monthly schedule attract LD at 5% of the quoted FOR price per tonne, capped at 5% of the total contract price
