The Government of Haryana has introduced the Haryana Progressive MSME & Export Promotion Policy 2026, which came into effect on 29 July 2026. The policy is designed to strengthen the state’s manufacturing ecosystem, encourage exports, attract new investments, and support the expansion of Micro, Small, and Medium Enterprises (MSMEs).
This new policy offers significant incentives for businesses planning to establish or expand manufacturing units in Haryana. One of its most attractive features is the enhanced Capital Investment Subsidy, which now provides benefits of up to ₹4 Crore for eligible manufacturing projects.

One of the major initiatives introduced under this policy is the Haryana Udhyam Vikas Mission.
The mission focuses on promoting manufacturing units operating in identified Thrust Sectors through attractive capital subsidies and additional incentives.

The Capital Investment Subsidy is available for manufacturing units operating in the following thrust sectors:

Including toys, sports goods, plastic products, rubber-based products, and industrial components.
Manufacturing and value addition in the food processing sector.
