Scope of Work
The successful bidder will be responsible for:
1. Supply of Biomass Pellets : Supply agro-residue-based non-torrefied biomass pellets meeting JPL’s technical specifications.
2. Transportation : Arrange loading, transportation, and delivery of pellets to the JPL power plant site in Madhya Pradesh.
3. Delivery Conditions
Key transportation requirements include:
- Pellets must be transported in covered and waterproof vehicles.
- Vehicles should protect the material from rain and sunlight.
- Measures should be taken to prevent dust generation during transport.
4. Unloading Arrangements
- JPL will undertake unloading if pellets are supplied in loose form.
Deliveries packed in bags are generally discouraged. - If pellets are supplied in bags, unloading and removal of empty bags will be the supplier’s responsibility.
- Any related costs, including demurrage, will be borne by the supplier.
Important Pricing Condition
- A notable feature of the tender is that JPL has not specified any benchmark price.
- Instead, bidders are required to submit their most competitive rates based on:
- FOR Destination delivery.
- Biomass pellets having a Gross Calorific Value (GCV) of 3400 Kcal/kg.
Local Manufacturing Preference
One of the most important aspects of this tender is its strong emphasis on local manufacturing under the Make in India initiative.

Only:
✅ Existing biomass pellet manufacturers
✅ Manufacturers having production units in Madhya Pradesh
✅ Class-I Local Suppliers
are eligible.

100% Local Content Requirement
The tender is reserved exclusively for Class-I Local Suppliers requiring:
- 100% local content.
- Manufacturing unit located in Madhya Pradesh.
- Biomass raw materials sourced from the same state or within 100 km radial distance from the JPL plant.
Suppliers must provide:
- Self-declaration.
- Certification from district authorities regarding local sourcing of raw material.
Earnest Money Deposit (EMD)
The amount of EMD varies according to the quantity quoted.

- Valid UDYAM Registration Certificate.
- CA Certificate when the NIC Code is not reflected in the UDYAM Certificate.
- Purchase Preference
- Eligible MSEs can also avail purchase preference benefits as per applicable procurement guidelines.
No Experience Requirement
A major advantage for new pellet manufacturers is that:
- No minimum prior supply experience is required.
- No past performance criteria are prescribed.
- No minimum turnover requirement exists.
This makes the tender highly accessible for emerging biomass pellet producers.
