The Assam Logistics and Warehousing Policy 2022 was introduced to encourage private participation in building modern warehousing and logistics infrastructure. The policy remains valid for five years or until a new notification is issued.
The policy supports both agricultural and non-agricultural warehousing projects and offers financial incentives, operational benefits, and long-term income opportunities.
One of the strongest features of this policy is its wide definition of warehousing. The following facilities are covered:
Storage of agricultural and commercial goods
Cold storage and controlled atmosphere storage
Open and closed storage facilities
Mobile and rolling stock storage
Transit storage facilities
Fulfillment and distribution centers
Sorting, grading, packaging, and other value addition units
This flexibility allows investors to design integrated projects rather than only basic storage facilities.
Under this policy, eligible warehousing projects can receive a capital subsidy of up to 30% of the total fixed capital investment.

Building and construction cost
Plant, machinery, and equipment
Maximum subsidy: ₹7.5 crore per project
No minimum or maximum warehouse size restriction
Combined facilities like storage with sorting, grading, or processing are eligible
Note: Projects availing capital subsidy under this policy cannot claim capital subsidy from any other central or state scheme.
To ensure financial discipline, the policy requires:
Minimum 50% of the project cost to be funded through bank or financial institution loans
This condition improves project viability and enhances investor credibility.
A major cost-saving benefit under the policy is:
100% reimbursement of stamp duty paid on land purchased for warehousing and logistics projects
This significantly reduces the initial investment burden for investors.
The policy promotes local employment and skill development:
Training subsidy of up to ₹10,000 per worker For Male & For Female Workers ₹12,500
Higher incentives for female employees
Maximum training subsidy of ₹7.5 lakh per project
This encourages businesses to hire and train local manpower.
Innovative startups in logistics and warehousing are specially supported:
Incentives up to ₹50 lakh per unit
₹10 lakh on proof of concept
₹40 lakh on successful commercialization
