BPCL Invites Tender for MSW Based Compressed Biogas (CBG) Plant in Uttar Pradesh
India’s Compressed Biogas (CBG) sector is growing rapidly under the clean energy and waste-to-wealth initiatives. To promote sustainable fuel and effective waste management, Bharat Petroleum Corporation Limited (BPCL) has invited tenders for setting up and operating Municipal Solid Waste (MSW) based Compressed Biogas Plants in Uttar Pradesh.

Bid Qualification Criteria (BQC)
To qualify, bidders must meet specific technical and financial benchmarks:
- Technical Capability: Bidders must have successfully executed at least one CBG plant with a processing capacity of 100 TPD (Tons Per Day) of Organic Municipal Solid Waste or Agri-Residue within the last 10 years. The plant must be operational at the time of bidding.
- Financial Capacity: The average annual turnover for the last three audited years must be at least ₹18.80 Crore, and the bidder must have a positive net worth in the last accounting year.
Submission Requirements and Key Financials
Bid Format: This is a two-part bid e-tender consisting of a Techno-Commercial Bid and a Price Bid.
- Earnest Money Deposit (EMD): Bidders are required to submit an EMD of ₹20 Lakh. Startups and registered MSEs are exempt from EMD submission.
- Bid Validity: Offers must remain valid for 120 days from the tender opening date.
- Integrity Pact (IP): Bidders must sign a pact committing to transparency and fair dealings; failure to return the signed IP results in disqualification.
Applicable Policies
- Purchase Preference: This tender applies the Public Procurement (Preference to Make in India) Policy (PPP-MII). Bidders must be Class I or Class II local suppliers to be eligible.
- MSE Benefits: While MSEs receive EMD exemptions and can use the TReDS platform for invoice discounting, purchase preference for MSEs is not applicable for this specific tender.
- Holiday Listing: Bidders currently on the “Holiday List” (debarred) by BPCL or MOPNG are ineligible.
