CENTRAL GOVERNMENT SCHEME ON BIOGAS PROGRAMME
Dear Businessman/Investors,
In Series of KIP: Business and Subsidy Update, today we are going to share with you benefit and overview of BIOGAS PROGRAMME.
Objective :
The Biogas Programme aims to establish biogas plants that provide clean energy for cooking, lighting, and small-scale power needs, contributing to reduced greenhouse gas emissions, improved sanitation, rural employment generation, and the empowerment of women. Additionally, it promotes the use of nutrient-rich digested slurry from these plants as organic bio-manure, helping farmers enhance soil fertility and reduce dependence on chemical fertilizers.
Scope of Biogas Programme :
To attain the above mentioned objectives and for popularization of biogas sector, this scheme covers setting up of small and medium biogas plants ranging from 1M³ to 2500 M³ biogas generation per day for individual user, farmers, poultry, goshalas, slaughter house, diaries/ co-operatives, industries/ organizations and others.
Medium-Sized Biogas Plants
- Programme Scope: Medium-sized biogas plants (25–2500 m³/day production) fall under the MNRE’s Biogas Power Generation (Off-Grid) and Thermal Application Programme (BPGTP).
- These plants typically generate between 3 kW and 250 kW of power or equivalent thermal/cooling energy.
- Applications must be submitted by Project Implementing Agencies (PIAs) through the MNRE Biogas web portal.
- CFA is provided on a reimbursement basis after successful commissioning, directly to beneficiaries’ accounts. Administrative charges to PIAs are disbursed separately.
- Special category beneficiaries—including projects in NER, islands, registered gaushalas, and SC/ST categories—are eligible for an additional 20% incentive atop the standard CFA.

Eligible Entities
The eligible entities includes Individuals / Households, Institutions & Community-Based Organizations, Government / Semi-Government Bodies, Private Sector / NGOs / Cooperatives, Financial & Development Institutions.
Eligibility Criteria
Under the New National Biogas and Organic Manure Programme (NNBOMP), a beneficiary must satisfy the following:
- Proposal submission via authorised agency
Must be submitted by the Programme Implementing Agency (PIA) to MNRE through the MNRE Biogas Portal. - Detailed Project Report (DPR)
Required for certain capacity ranges (especially above certain thresholds). - Appropriate capacity & application type
Should be for power generation or thermal/cooling application from biogas or raw biogas. - Feedstock & resources availability
There must be regular and adequate supply of feedstock (e.g. cow dung, organic waste, agricultural residue etc.), water, and available land/space. - Beneficiary category / location benefits
Special incentives (extra subsidy) are available for certain categories: - North-Eastern Region (NER), Island States
- Registered Gaushalas (cow shelters)
- SC / ST beneficiaries.
- Technical approvals and models
Use of MNRE-approved models/specifications for biogas plants; compliance with technical standards. - Financial capacity / bank loan etc.
The project must have its financial plan; often proposals require availing term loan or showing own investment
Commencement and Applicability
The implementation of the National Bioenergy Programme for a period of 1.04.2021 to 31.03.2026
