CENTRAL GOVERNMENT SCHEME ON Waste to Energy Programme “Programme on Energy from Urban, Industrial and Agricultural Wastes/Residues

In Series of KIP: Business and Subsidy Update, today we are going to share with you benefit of Waste to Energy Programme “Programme on Energy from Urban, Industrial and Agricultural Wastes/Residues”
Objectives:
The objective of the programme is to support the setting up of Waste to Energy projects for generation of Biogas/ BioCNG/ Power/ producer or syngas from urban, industrial and agricultural wastes/residues.
Quantum of Assistance:
BioCNG / Enriched Biogas/ Compressed Bio Gas:
-For BioCNG generation from new biogas plant – Rs 4.0 Cr per 4800 kg/day
-For BioCNG generation from existing Biogas plant – Rs 3.0 Cr per 4800 kg/day
-Maximum CFA of Rs. 10.0 Cr/project for both cases.
Eligible Entities:
CBG project can be set up by an entity/organisation such as Farmer Producer Organization (FPO), Private companies, Individual entrepreneurs, and Section 8 companies, Micro Small and Medium Enterprises etc.
Terms and Conditions:
- Developers shall share plant generation data with MNRE or any other agency designated by MNRE, except in the case of Biomass Gasifiers, through installation of SCADA System/remote monitoring system. (This is applicable for project proposals submitted after notification of this guideline).
- Central financial assistance from any other Central Govt. Ministry should not be claimed for proposed plant for which application has been submitted to this Ministry.
- Waste to Energy (WtE) plants based on waste heat, waste plastics, waste tires or such other polymer waste shall not be eligible for CFA.
- Biogas plants of size upto 250 kW capacity for power generation and upto 2500 m3/day for Biogas generation capacity are covered under Biogas Programme and shall not be eligible under this programme.
- Plants installed with new equipment/machinery only shall be eligible for CFA under this programme.
- Municipal Solid Waste (MSW)/Refused Derived Fuel (RDF) to power projects based thermal technologies (Incineration, Gasification, Pyrolysis etc.) are not supported under the Waste to Energy programme.
Applicability:
The Ministry of New and Renewable Energy (MNRE), Government of India has notified the National Bioenergy Programme on November 2nd, 2022. MNRE has continued the National Bioenergy Programme for the period from FY 2021-22 to 2025-26. irradiation units only. Latest Guidelines issued on Dt-06.08.2024.
