“Common Facility Centers” is a scheme which comes under Cluster Development Programme Scheme and it is issued by the Ministry of Micro, Small and Medium Enterprises.
Cluster is a group of enterprises located in an identifiable Micro and Small Enterprise’s area, which uses similar methods of production, technology and marketing, also shares common challenges and opportunities in their business.
The scheme is introduced by the Government of India with a view –
- To support the growth of micro & small enterprises (MSMEs) through addressing their common issues such as improvement of technology, skills and quality, market access, etc.
- To promote setting up of Common Facility Centres for testing, training centre, raw material depot, etc. through formation of self-help groups, consortia, district industry associations.
The scheme provides financial assistance to the entities providing specific development for admissible components in the MSE areas. One of the admissible components is Common Facility Centres (CFCs).
Financial Assistance/Subsidy/Benefits Available to Common Facility Centres :
Note :
- Project for CFC with project cost > 30 crores can also be considered.
But, Assistance from Govt. of India will be calculated on Max. Eligible Project Cost of Rs. 30 Crores only.
- Projects costing less than Rs. 5 crore would not be considered.
Cost of Project includes :
- Cost of Land (subject to max.- 25% of Project Cost), building, pre-operative expenses, preliminary expenses, machinery & equipment, miscellaneous fixed assets, support infrastructure such as water supply, electricity and margin money for working capital.
- Contribution towards pre-operative & preliminary expenses shall be max. @ 2% of Project Cost.
- Contribution towards margin money for working capital shall be be based on actual but < 25% of working capital requirements for first year.
Common Facility Centres (CFCs):
CFCs means creating common facilities which would help in development of a cluster.
To invest in CFCs, one must form a Special Purpose Vehicle under Section 8 of Companies Act, 2013 except the state of Sikkim.
For Sikkim, SPV can be –
- Society registered under Societies Registration Act or,
- Cooperative society
- Farmer Producer Organisation (FPO)
- Farmer Producer Company (FPC).
Common Facility Centres include following activities:
- Common production/processing centres,
- Common Recycling Plant
- Testing, Packaging & Quality Upgradation Facilities
- Training centres,
- R&D centres,
- Design Centres
- Effluent treatment plant,
- Common logistics centres,
- Common raw material bank,
- Plug & Play facility,
- Export Promotion Facilities for FPO such as for processing, storage, testing & packaging.
