Dear-Businessman/Investors, There is a Guidelines for Grant of one time financial support under Environment Protection Charge (EPC) funds For Establishment Of Pelletisation And Torrefaction Plants To Promote Utilisation Of Paddy Straw Under Central Pollution Control Board.
Demand Of Paddy Strew:
Demand Of Paddy Straw Is Increased day by day in Delhi and In NCR. If We Use Only 10% Of Paddy Straw In Replacement Of Coal Than the need of paddy straw In an annual basis is Approximated 75.5 Lakhs MT. These Guidelines has been introduced by CPCB with concurrence of MOEF & Cc which provide assistance towards capital investment for setting up of such plants. Therefore, There is a need to facilitate setting up of paddy straw based pelletisation plants so that it is utilized and issue of crop residue burning and pollution is further addressed.
Objectives Of Central Pollution Control Board:
The Main Objective of Central Pollution Control Board (CPCB) is to reduce the Burning of paddy straw and to facilitate the establishment of pelletisation and torrefaction plants so the utiliztion of paddy straw is increased in the NCT of Delhi, States of Punjab & Haryana , and NCR Districts Of Rajasthan and in Uttar Pradesh.
Details of Pellet/ Torrefied Pellet Manufacturing Facility :
In the torrefaction process, Biomass is Processed at the temperature of 250-350°C in the absence of oxygen , decomposing the biomass components, and preserving energy content so that the energy density of the torrefied biomass is much higher.
Who will be applicable To facilitate or establishment of paddy straw manufacturing :
After the issuance of these guidelines only the new units setup by individual entities/ enterpreneurs companies can use paddy straw generated in the NCT of delhi, States of Punjab and Haryana and NCR Districts of Rajasthan and Uttar Pradesh. Other than this The use of biomass is permitted but only to an extent of 20% of total feedback.
Financing Structure of Pelletisation and Torrefaction Plant :
In Case Of Pelletisation Plant you will get One Time Financial support which is given by central pollution control board , subject to a maximum total financial support of Rs. 1.4 crore per proposal. For example if the capital cost of plant and machinery of a 1 TPH plant is upto 40% and if you produce a maximum amount of Rs. 28 Lakhs per ton plant production capacity per hour than you will receive a amount of that one whichever is lower.
In Case Of setting of Torrefaction Plant , The maximum financial assistance amount you will get for setting up of a torrefaction plant is now revised by from Rs 28 Lakhs to 58 Lakhs per TPH Production capacity or 40% of the capital cost considered for plant and machinery of a 1 TPH plant and you will get the financial support from CPCB whichever amount is lower. Now The maximum total financial support is increased from Rs1.4 Crore per propsal to Rs 2.8 Crore per proposal.
Terms and Conditions:
1. The Guidelines are applicable only to the setup of new Pelletisation Units /
Torrefaction Units.
2. Applications will be considered on first-come-first-serve basis.
3. Other biomass use is permitted but only to an extent of 20% of total feedstock, in case needed.
