Big Opportunities for Meghalaya: FCI Invites Tenders for Food Storage Godowns

The FCI is looking for tenderers who either own land, hold land under a registered lease for at least 19 years with construction permission, or are willing to acquire such land within 180 days of tender acceptance.

• Tender Documents: These can be downloaded free of cost from the Government E-Marketplace (GeM) Portal. All aspiring bidders must enroll/register on the GeM Portal before participating.
• Earnest Money Deposit (EMD): A deposit of Rs. 20.00 per MT of the offered capacity is required via NEFT/RTGS/other electronic means. Micro & Small Enterprises (MSEs) and Start-ups are exempted, provided they submit proof of registration with appropriate government agencies.
• Technical Bid Requirements: Tenderers must provide detailed information about the proposed land, including geo-coordinates, survey numbers, proof of ownership or an affidavit to acquire land, area in acres with boundaries, a non-encumbrance certificate (NEC), and a sketch plan. The land should ideally be free from overhead HT lines (11 KVA & above) and not prone to flooding or waterlogging. Sufficient land for ancillary works is also essential.
• Site Finalization: Once the site is finalized by FCI, its specific location cannot be changed.
• Services by Lessor: The selected lessor will be responsible for preservation, comprehensive insurance, watch and ward, and providing ancillary facilities like office rooms, toilets, water tanks, labour rest sheds, electric rooms, pump rooms, lorry weighbridges, and a range of IT equipment (desktops with data cards, internet, UPS, Laser Printers, Thermal Printers, Tablets with SIM cards), along with the necessary manpower for these operations. All costs related to hardware assets, deployment, and staff training will be borne by the lessor.
• Digital Operations: Maintaining a Depot Online System with real-time data entry for receipt, storage, dispatch, quality checks, and stock movement is mandatory. The lessor must transmit data to a central server via the internet and adhere to FCI’s IT tool and modernization guidelines.
• “Make in India” Policy: These tenders incorporate the Public Procurement (Preference to Make in India) Order 2017, which provides purchase preference to local suppliers, encouraging manufacturing and production within India.
• Digital Billing: Digitally signed bills are required to be uploaded to FCI’s Bill Tracking Software (BTS). MSE suppliers are encouraged to register with Invoicemart (M/s. ATReDS Ltd.) to facilitate bill discounting.
