FCI Tender Assam under PEG Scheme for 15 Years Guaranteed Period

FCI Assam has invited Tender for Total Storage Capacity of 60,000MT in Assam at 6 Locations.

The FCI has invited the Tender under a “Build, Own and Operate on “lease with services” basis for a Guaranteed Lease Period of 15 years.

The Last Date of Submission the Tender Documents is 7th January 2026

Land Ownership & Eligibility Conditions

1. You can participate if you:

Own the land
Hold land on a registered lease of at least 19 years
Commit to acquire suitable land within 180 days of tender acceptance

2. Ownership Rules Vary Based on Entity Type:

Individual: Land must be solely in the individual’s name.
Partnership Firm: Can be in firm’s or partners’ names; must be in the Partnership Deed.
Company/Trust: Land must be in the company’s/trust’s name – not in the name of individuals.

3. Experience Criteria:

Minimum 2 years’ experience in food grain storage or ability to hire experienced staff.

Godown Capacity & Layout Configuration

Advertised capacity: 5000 MT
Minimum requirements:
- 5000 MT in plain areas
- 1670 MT in hilly areas (can be split into smaller units)

Financial Guarantees & Rent Structure

1. Earnest Money Deposit (EMD)

₹20/MT of proposed capacity
Exemptions for MSEs & Start-ups (with proof)
Payment via NEFT/RTGS only

2. Supplementary Guarantee

₹100/MT if acquiring land post-acceptance
Via Bank Guarantee, valid for at least 9 months

3. Security Deposit

₹40/MT for non-railway siding godowns
₹60/MT for railway siding godowns

4. Performance Guarantee

₹50/MT for lease only
₹100/MT for lease with services
Valid for 6 months post lease period

5. Rent Quotation

Quoted per quintal/month (exclusive of GST)
Indexed with Wholesale Price Index (WPI)

- Office Block (78 sqm)
- Security hut, CCTV, water, electrification
- Weighbridge: 60 MT, pitless
- Drainage, roads, and compound wall

Manpower & IT Requirements (Lease with Services)

Adequate staff based on godown capacity
Mandatory IT infrastructure (computers, tablets, printers)
Lessor manages:
- Cleaning, fumigation, preservation
- Depot Online System (DoS) data entry
- Supply of maintenance tools
- Round-the-clock security & surveillance

Land Selection & Site Criteria

Preferred Size: 2 acres for 5000 MT
Distance Requirements: Within 8 KM of Railway Goods Shed or town
Approach Road: Minimum 22 ft wide RCC/Blacktopped
Must not be near polluting industries, HT lines, or flood-prone zones
