KPCL Tender For Non Torrified Biomass Pellets Supply
Dear Suppliers, (KPCL) Karnataka Power Corpoaration Limiteed has invited Procurement of 1595 MT of Agro residue-based non torrefied biomass pellets for Raichur Thermal Power Station, Yeramarus Thermal Power Station & Bellary Thermal Power Station.
This initiative aims to encourage the use of agricultural waste for renewable energy, offering a sustainable solution for power generation.
The Last date to submit bids for this scheme is 18th June 2025 At 5:00 PM.

Quantity :-
The tender is for supplying a total quantity of 1595 metric tonnes of agro residue-based non-torrefied biomass pellets.
Scope of Work
The selected bidder is required to:
- Manufacture, supply, and transport biomass pellets to the designated KPCL power plants.
- Use covered, waterproof trucks for delivery.
- Handle unloading and unpacking (if pellets are bagged) at their own cost.
- Ensure quality checks before unloading, as per KPCL standards.
Raw Material Required
KPCL mandates that the biomass pellets must be manufactured strictly from agro-residue or crop residue.
Permitted materials:
- Paddy straw, wheat straw, sugarcane trash, groundnut shells, mustard stalks
- Horticulture waste
Limited additives: bagasse, sawdust, bamboo dust, press mud, molasses, lignin, starch, cow dung
Not allowed:
- Wood or tree-based materials for mixing or base material
- Mandatory: Each consignment must declare raw material names and their approximate proportions.

Price Quotation Details
- Quoted for GCV: 3800 Kcal/Kg (Base Rate)
- Price Type: Fixed for entire contract duration
- Includes: Packing, freight, transit insurance, forwarding, all charges (excluding GST)
- Payment will be adjusted based on actual GCV received using KPCL’s price adjustment formula.
EMD (Earnest Money Deposit)
Total EMD : ₹2,96,000
- ₹1,00,000 via e-payment
- ₹1,96,000 via Demand Draft or Bank Guarantee
BG must:
- Be valid for 210 days from the date of technical bid opening
- Be issued on ₹500 stamp paper and confirmed via SFMS.
Pre-Qualification Requirements
Technical Criteria:
- Indian registered Company/LLP/Consortium/Cooperative/Sole Proprietorship or MNC registered in India.
- Experience: Supplied agro-based biomass pellets to thermal power plants or utilities in the last 10 years.
Financial Criteria:
- Turnover: At least Rs. 3.94 Crore in any 2 of the last 5 financial years (2020-21 to 2024-25)
- Net Worth: Must be positive as of 18th June 2025.
