NTPC Limited (A Government of India Enterprise) has invited BIDS for Procurement of Biomass Pellets for NTPC Vindyachal, Sipat, Korba and Lara Plants.

Scope :
Scope of Work for Bidders will be as:
- The scope of work shall include supply, loading, transport and delivery of agro-residue based biomass pellets at NTPC Site.
- Unloading at NTPC site shall be in the scope of NTPC Plants provided pellets are loose filled in the carriage vehicle. Carriage vehicle should be fully covered and waterproof during transportation to prevent the material from rain, sunlight and to prevent dusting.
- If supplier supplies the material packed in bags, consignment shall not be accepted, or supplier shall unload and unpack the material at his own cost and supplier must take back the empty bags from plant premises. In such case, any additional cost, including demurrage, if any, will be borne by the vendor.
- The pellets supplied shall adhered to the technical specification given in tender document.
GEM Registration:
The tenders are going to accept on GEM Portal. So interested bidder must have been registered on GEM Portal.
Last Date for Submission :
- Last Date for Submission of Tender is 8th July 2024. Tender will be submitted under two bid systems i.e Technical Bid and Price Bid.
- Date and time for opening of Price bid Shall be intimated after opening of Techno-commercial bid.
Supply Duration:
Bidding for the package “Procurement of Non-Torrefied Biomass Pellets on FOR Power station basis for Plants for 12 months (365 days.
Eligibility Criteria:
Eligibility Criteria for Bidders:
1. Only Pellets manufacturers, Future pellet manufacturers and traders/aggregators shall be allowed to participate in the tender.
2. Future pellet manufacturers will need to submit project details certified by Chartered accountant, which shall include plant location / tentative plant location and plant capacity.
3. In case of individual applicant, the bidder should be of minimum 21 years of age.
4. The Bidder shall be of Indian nationality AND / OR a Company/ Sole Proprietorships / Partnerships / Limited Liability Partnerships / Consortium / Cooperative Societies registered in India AND / OR Non-Resident Indians/ Person of Indian Origin AND / OR a Multinational Company having its registered office in India. /Overseas Corporate Bodies having its registered office in India.
5. Bidding for the subject package is open to Bidders from within the Employer’s country only, subject to fulfilment of conditions “Restrictions on procurement from a Bidder of a country which shares a land border with India”. In case of Consortium, all the Partners of the consortium shall be from within the Employer’s country.
6. ‘Class-I local suppliers’ only are eligible to participate in this tender, as defined in the bidding documents/ Public Procurement (Preference to Make in India), Order 2017 and its subsequent amendments/ revisions issued by DPIIT. The bidders may apprise themselves of the relevant provisions of bidding documents in this regard before submission of their bids.
7. Transfer of Bidding Documents downloaded by one intending Bidder to another is not permissible.
- Bidder may ensure that for each plant bidder has to quote separately Techno- commercial Bid and Price Bid they wish to bid for.
Each Bidder shall submit only one bid either by himself, or as a partner in a joint venture or consortium, if so permitted in the Bidding Documents. - Quantity allocation to traders/aggregators and future pellet manufacturers will be limited to 20 TPD in each Lot consisting of plants.
- If an existing pellet manufacturer wants to establish a new pellet manufacturing unit and intends to supply biomass pellets to NTPC stations from new manufacturing unit, then the bidder will be considered as a future pellet manufacturer for that particular station.
- If an existing pellet manufacturer wants to supply biomass pellets to NTPC stations from both existing and future manufacturing units, then the bidder will be considered for allocation of additional 20 TPD as applicable for future pellet manufacturers. Accordingly, the bidder shall be allowed to quote based on existing manufacturing capacity as per above formula at D and additional 20 TPD. capacity addition in the existing manufacturing unit will not be considered as future manufacturing units.
- The minimum quantity to be quoted by a bidder shall be 20 TPD and the increments shall be in the multiples of 10 TPD.
- Price Bid: Bidders may note that the notified benchmark price is Rs. 2.24/1000 kcal (excluding GST) or 2.35 Rs/1000 kcal (including GST). Total procurement price shall be the Price of Pellets and Transportation. Minimum GCV required 2800 kcal/kg.
EMD Amount:
EMD Amount shall be determined as per the Quoted Quantity of Pellets as:

EMD exemption:
- Exemption from Submission of EMD is allowed to MSE bidder who is manufacturer of biomass pellets. Micro and Small Enterprises (MSEs) having UDYAM Registration, for goods produced and services rendered, shall be exempted from paying Earnest Money Deposit. Such registered bidders will have to submit UDYAM Registration Certificate only, as a proof of being MSE on GeM Portal. Other MSE certificate will not be considered as a proof of being MSE.
- In case of Traders/Future Pellet Manufacturers (Who does not have any Biomass pellets manufacturing unit) / Consortium, MSE benefits shall not be extended.
