Tender Opportunity for Biomass Sector in Rajasthan
Good news for entrepreneurs and businesses working in the Biomass Sector. Rajasthan has opened a fresh business opportunity that can benefit Biomass Pellet Manufacturers.
The Barsingsar Thermal Power Station, located in Bikaner, Rajasthan, has invited a tender for the supply of Agriculture Residue-Based Non-Torrefied Biomass Pellets.

Material Description and Quantity:
Confirm agreement to supply 4500 MT of Agro Residue based Non-Torrefied Biomass Pellets.
Scope of Supply:
- Agree that the scope includes supply, loading, transport, delivery, and unloading of the biomass pellets at BTPS, Barsingsar, as per guaranteed parameters mentioned in the bid document.
- Confirm that pellets shall be loose filled in carriage vehicles, which must be fully covered and waterproofed during transportation to prevent damage from rain, sunlight, and dust.
- Note that material supplied packed in bags will not be accepted, or the supplier must unload and unpack at their own cost, bearing any additional costs like demurrage.
Technical Specifications:
Confirm agreement to the following specifications for Non-Torrefied Pellets:
- Base Material: Crop residue only (wood-based pellets are not acceptable).
- Shape: Cylindrical.
- Diameter: Less than 25 mm.
- Length: Less than 35 mm.
- Acceptable GCV Range: 2800-4000 Kcal/Kg.
- Moisture: Less than 14%. If moisture is more than 14% at BTPS lab testing, the lorry will be rejected.
- Ash: Less than 20%.
- Fixed Carbon: 10-20%.
- Percentage of Fines (Length < 3mm): <=5% (wt %) on an As Received Basis.
- Commit to furnishing a test certificate from a NABL or BIS approved lab for every 150 MT of biomass pellets supplied.
Pricing Methodology and Payment Conditions:
- Quote GCV value of biomass in Kcal/Kg within the 2800 Kcal/Kg to 4000 Kcal/Kg range.
- Understand that the price will remain the same for the quoted value, even if the upward GCV variation is more than the maximum limit.
- Acknowledge pro-rata price adjustment for downward GCV variation:
- If GCV is between 2400 Kcal/Kg and less than 2800 Kcal/Kg: Adjusted FOR Price = 0.75 x [Quoted FOR Price × Actual GCV (ARB)] / Quoted GCV (ARB).
- If GCV is between 2000 Kcal/Kg and less than 2400 Kcal/Kg: Adjusted FOR Price = 0.5 x [Quoted FOR Price × Actual GCV (ARB)] / Quoted GCV (ARB).
- If GCV is less than 2000 Kcal/Kg: No payment shall be made for the delivered and consumed material, and the material is liable for rejection.
- Be aware that frequent supply of material with GCV less than 2800 Kcal/Kg or other technical deviations will lead to a warning letter, and more than three instances of GCV below 2000 Kcal/Kg may result in contract cancellation.
- Confirm that quoted price shall include all cost components, such as GST, Freight, Packing & Forwarding, Insurance Charges, and duties. No alterations or modifications to quotations are allowed after opening.
- Agree that payments will be made only after receipt and acceptance of hard copies of original certificates and submission of the Bank Guarantee for faithful performance (FPBG). All payments will be made through e-payment only.
Delivery Schedule and Liquidated Damages (LD):
- The contract period is 365 days from the date of issuance of the Purchase Order (PO).
- The supplier shall start supply with a mutually agreed delivery schedule with a one-week notice after PO issuance.
- Minimum supply quantity should not be less than 20 MT per day.
- Acknowledge that Liquidated Damages (LD) at the rate of 0.5% of the contract value of delayed quantity per week (not exceeding 10% of the contract value of delayed quantity) will apply if the bidder fails to supply as per the agreed schedule.
- LD will not apply if the plant cannot off-take the quantity due to technical/non-technical reasons, allowing for supply period extension without LD.
- GST extra will be levied on Liquidated Damages.
Quantity Determination:
- Agree that weighing of vehicles (for tare and gross) will be carried out on weighbridges at BTPS, Barsingsar plant.
- The net adjusted quantity, after any quality variations, will be applicable for payment.
Bidder Information and Declarations:
- Indicate if the bidder is an MSE, SC/ST owned MSE, or Woman owned MSE, and enclose necessary documentary proof.
- Submit the Earnest Money Deposit (EMD: 2.00 Lacs) online through RTGS/internet banking to NLC INDIA LIMITED, ensuring the GeM bid number and bidding entity name are in the transaction details. A scanned copy/proof of the online payment transfer must be uploaded with the bid. EMD in the form of Bank Guarantee or any other mode of payment is not acceptable.
Pre-Qualification Requirement (PQR):
- Demonstrate successful supply of Agro Residue Based Biomass Pellets to any Government or Quasi-Government or Public Sector Undertaking or Public Limited Company during the last seven years.
- The minimum value of such supply must be Rs. 59,65,714.30/- (excluding GST), achieved in a maximum of three cumulative purchase orders.
- Submit copies of complete purchase orders with material description and specification, along with material acceptance certificate/report, GeM Consignee Receipt & Acceptance Certificate (CRAC) or completion certificate or inspection cum receiving report (IRR). If a previous supplier to NLCIL meeting PQR, NLC’s PO or IRR references are sufficient.
