Today we are going to share with you a New Subsidy Policy i.e, “Scheme to Support manufacturing of Briquettes & Pellets and Promotion of Biomass (non-bagasse) based cogeneration projects under scheme of MNRE”.
To support the setting up of biomass briquettes & Pellets manufacturing unit and Promotion of Biomass based Cogeneration Projects under scheme of MNRE , the Central Government under the Ministry of New and Renewable Energy (MNRE) has launched the scheme to provides Central Financial Assistance (CFA) in respect of successful commissioning of Biomass briquette/pallet manufacturing plants and Biomass (non- bagasse) cogeneration projects in industries. The scheme is focused on to reduce stubble burning by utilizing surplus agricultural waste as raw material for producing biomass briquette/pallet and to provide additional source of income to farmers through sale of surplus agro residue and to enable better environmental practices and reduce pollution.
Period of Applicability
The programme will be applicable from FY 2021-22 upto FY 2025-26 and the eligible units have to apply before 31.12.2025 to avail the benefit under this scheme for Biomass Briquettes Business.
Eligible Entities for Biomass Briquettes Business
- Companies
- Partnership Firms,
- Proprietorship Firms,
- Cooperatives Society.
Financial assistance available for setting up Waste to Energy plant
Particulars
Briquette/ Pellet Manufacturing plants
Biomass (Non-bagasse) cogeneration projects
Central Financial Assistance (CFA)
Rs. 9 Lakh per MTPH (metric ton/hour) of manufacturing capacity subject to max. Rs 45 Lakh per plant.
Rs. 40 Lakhs/MW on Installed Capacity subject to maximum Rs. 5 Crores/project.
Note:- Self-funded projects will also be eligible.
- Only new plant and machinery installed shall be eligible under this scheme.
- SCADA System/remote monitoring system has been mandated for Biomass project.
Service charge for Biomass Briquettes Business :
- Implementing Agency: Service charge @1% of total CFA by implementing agency.
- Inspection Agency
- Service charge Rs. 25,000 per metric ton per hour (maximum Rs. 1 Lakh per project) for Briquette/ Pellet Manufacturing plants.
- Service charge Rs.1 Lakh/MW (Maximum Rs.5 Lakh per project) Biomass (non-bagasse) cogeneration projects.
Performance criteria for availing of CFA:
- CFA to be awarded based on the performance of the project for at least three consecutive months, may be seen below-
Average PLF achieved during minimum 3 consecutive months | % of eligible CFA |
≥80% | 100% |
≥ 60% and < 80% | 80% |
≥ 50% and < 60% | 60% |
<50% | 0% |
Time Limit for Commissioning of the plant:
After the submission of the application and verification by the department, the authority will approve the project and issue in-principle approval. After obtaining in-principle approval, the project has to be commenced within 24 months for Biomass (non-bagasse) cogeneration plants and 12 months for Briquette / Pellet Manufacturing plants from the date of “In-Principle” approval..
So if you are planning to set up Biomass Briquette/pallet manufacturing plant , then you can enjoy the maximum benefits with the help of above mentioned scheme. So, you should plan accordingly and apply for the same within the time limits.
