The Government of Haryana has introduced the Haryana Electronics Waste Recycling Policy, 2026 to promote sustainable e-waste management, encourage investments, support innovation, and strengthen the recycling ecosystem within the state.

2. Fiscal Incentives for Recycling Units
CAPEX Support
Eligible units can claim a 30% reimbursement on eligible capital expenditure, with a maximum ceiling of INR 25 crore per unit.
OPEX Support
Units are entitled to a 70% reimbursement of eligible operational expenses for five years, capped at INR 2 crore per annum.
Relocation Grant
To encourage units to move to Haryana, the state offers a one-time grant of 50% of relocation costs (up to INR 5 crore for domestic shifts and INR 10 crore for international shifts).
3. Incentives for Innovation and Patents
Domestic Patents
A grant of INR 50 lakhs is provided per successful domestic patent application.
International Patents
A grant of INR 1 crore is available for successful international/foreign patent applications.
4. Greening and Sustainability Incentives
Carbon Credits
The state offers an incentive of INR 100 per carbon credit unit generated within Haryana, subject to an overall cap of INR 1 crore per unit.
Zero Liquid Discharge (ZLD)
Support of 50% of the cost for implementing ZLD measures is provided, capped at INR 5 crore for MSMEs and INR 10 crore for Mega projects.
Renewable Energy
Incentives of INR 50 lakhs per MW are available for establishing captive renewable energy projects (≥ 100 kW).

5. Infrastructure and Collection Mechanisms
Electronics Waste Recycling Parks
Developers of these parks can receive a capital subsidy of 75% to 85% of eligible expenditure, with a maximum limit of INR 45 crore per park.
Collection Centers
A one-time financial support of up to INR 10 lakh is provided for setting up E-Waste Collection Centres in high-density urban areas through Public-Private Partnerships (PPP).
Digital Traceability
The state has established an e-waste portal (developed by HARTRON) to facilitate structured collection, tracking, and environmentally sound disposal.

6. Human Capital and Employment Generation
Employment Subsidy
The state provides a local employment generation subsidy for a period of 10 years, based on the proportion of Haryana residents in the workforce.
Special Categories
Enhanced subsidies are provided for hiring Women, SC candidates, Divyang individuals, Agniveers, and Ex-servicemen.
Skill Development
HARTRON will collaborate with industry leaders to design specialized e-waste sector courses to ensure a “skilled ready” workforce.
