One of the major concerns that entrepreneurs face while setting up biomass businesses is land acquisition and regulatory approvals. This policy addresses several such challenges by offering land-related relaxations and financial incentives.
Haryana generates approximately 90 lakh metric tons of agricultural residue annually, making it a prime location for biomass-based energy projects. The government has recognized this potential and is actively promoting biomass energy projects through Haryana Renewable Energy Development Agency (HAREDA).
Under this policy, various biomass-based energy projects are eligible for incentives, including:
Biomass Briquettes & Pellets
Compressed Biogas (Bio-CNG)
Captive Biomass Power Plants (For self-use or open-access electricity sales)
If you are acquiring land for a biomass project in Haryana, you are eligible for 100% stamp duty exemption. Whether you buy land or lease it, you do not have to pay stamp duty, reducing your initial investment cost significantly.
One of the biggest challenges for entrepreneurs is land conversion. However, under this policy:
You can set up biomass projects on agricultural land without requiring land conversion approvals.
No External Development Charges (EDC) or Infrastructure Development Charges (IDC) need to be paid.
No scrutiny fees for project approvals.
Many businesses face challenges in obtaining Change of Land Use (CLU) approvals. Under this policy, biomass projects are exempted from CLU approval requirements.
The District Town Planner (DTP) department has been officially notified that biomass projects do not require CLU clearances.
This means you can save time and costs while setting up your project.
If you do not own land, you can lease Panchayat land for up to 35 years for biomass projects.
This creates a win-win situation—businesses get access to land at lower costs, and Panchayats generate revenue from leasing their vacant land.
All biomass energy projects require approvals from the State Pollution Control Board. However, under this policy:
Consent to Establish (CTE) and Consent to Operate (CTO) fees are completely exempted.
This means no pollution-related fees need to be paid by biomass project owners.
