NTPC Limited has officially invited domestic bids for a large-scale procurement of agro-residue based biomass pellets across seven of its key thermal power stations, offering a major two-year contract opportunity for manufacturers and traders.

Technical Specifications of Pellets
Supplied pellets must adhere to specific technical requirements:
- Base Material: Agricultural/crop residue only (wood-based pellets are not acceptable).
- Gross Calorific Value (GCV-ARB): Between 2800 Kcal/Kg and 4000 Kcal/Kg. The base price must be quoted for 3400 Kcal/Kg.
- Dimensions: Cylindrical shape with a diameter not exceeding 25 mm and a length not exceeding 35 mm.
- Moisture Content: Maximum 14% (as received wet basis).
- Ash Content: Maximum 20% by mass.
- Fines: Maximum 5% by weight.
- Sulphur Content: Maximum 1%
Scope and Locations
The tender involves the supply, loading, transport, and delivery of agro-residue-based biomass pellets on an FOR (Freight on Road) Power Station basis
. The procurement is for the following power plants: Sipat, Korba, Mouda, North Karanpura, Darlipali, Lara, and Gadarwara.
The plantwise quantity requirements for non-torrefied biomass pellets for the seven NTPC power stations under this tender (LOT 1) are detailed in the table below:

Eligibility and Participation
- Eligible Bidders: Pellet manufacturers, future pellet manufacturers, and traders.
- Local Content: Only Class-I local suppliers (100% local content) are eligible to participate.
- MSE Benefits: Benefits under the Public Procurement Policy 2012 are available to MSEs that are manufacturers of the pellets, including EMD exemptions and purchase preferences.
Quantity and Contract Duration
- Minimum Quoted Quantity: Bidders must quote a minimum of 20 Tonnes Per Day (TPD).
- Maximum Allocation for Certain Categories: Allocation for traders and future manufacturers is limited to 30 TPD per vendor per station.
- Contract Period: The duration for completion of supplies is 730 days (2 years) from the date of the Letter of Award.
Financial Parameters
Price Basis: Bidders quote a total FOR Destination price, which includes the ex-factory price and transportation cost (including GST).
Bid Security (EMD): The EMD amount is variable based on the quoted quantity (TPD), ranging from INR 20 Lakh (for 20-39 TPD) to INR 20 Crore (above 1562 TPD).
- For MSME Manufacturing Units : (EMD) Exemption
Contract Performance Guarantee (CPG): Generally 5% of the total contract value (reduced to 2.5% for MSE-SC-ST or MSE-Women vendors).
Evaluation and Award Methodology
- Bidding Process: A Single Stage Two Envelope bidding process is followed (Techno-Commercial Bid and Price Bid).
- Quantity Allocation: NTPC uses a bucket-filling methodology. Quantities are allocated starting from the L1 price upwards until the tendered quantity is exhausted or a cut-off price is reached.
