A New Scheme for Food Processing Business Units.
Scheme Period : A Period of Five Years form 2020-21 to 2024-25.
Fund Size : Rs. 10,000.00 Crores
Target Beneficiaries : Two Lacs Micro Processing Food Processing Units
1. ODOP (One District – One Product):
If you are interested to set up a Food Processing Unit then you can take the benefits of this scheme. The Scheme adopts One District One Product (ODOP) approach to reap the benefit of scale in terms of procurement of inputs, availing common services and marketing of products. In other word you can set up the business unit related with your District Product.
The list of Product notified for District in Haryana has attached herewith for your reference.
2. Benefits under this scheme:
Preference will be given to Existing Individual Unit those are dealing in ODOP. However existing units produce other product would also be supported. New Unit would only be supported for ODOP product.
Subsidy:
For Individual Unit: Credit Linked Capital Subsidy @ 35% of Project Cost with a maximum ceiling of Rs. 10.00 lacs per unit.
Applicant need to invest only 10% of Project Cost with balance being loan from bank.
3. Eligibility criteria for individual micro enterprises under the scheme:
(i) Units should be in operations.
(ii) Must be minimum 10 Workers.
(iii) Should be involved in OPOP.
(iv) The applicant should have ownership right of the enterprise
(v) Applicant Firm may be proprietary / partnership firm.
(vi) The applicant should be above 18 years of age and should possess at least 8th standard pass educational qualification.
(vii) Only one person from one family would be eligible for obtaining financial assistance. The “family” for this purpose would include self, spouse and children.
(viii) Contribute10% of project cost and obtain Bank loan.
(ix) Cost of the land should not be included in the Project cost. Cost of the ready built as well as long lease or rental work shed could be included in the project cost. Lease rental of work shed to be included for first 3 years only.
4. Farmer Producer Organizations (FPOs)/Producer Cooperatives:
The Producer Group such as FPOs/SHGs/ producer cooperatives can also take the benefits of this scheme. The scheme will cover their entire value chain for sorting, grading, assaying, storage, common processing, packaging, marketing, processing of agri-produce, and testing laboratories.
Support to FPO/Producer Cooperatives:
(i) Grant @35% with credit linkage
(ii) Training support and Market Linkage
Eligibility Criteria for Co-operatives/FPOs:
(i) It should preferably be engaged in processing of ODOP produce.
(ii) It should have minimum turnover of Rs.1 crore.
(iii) The cost of the project proposed should not be larger than the present turnover.
(iv) The members should have sufficient knowledge and experience in dealing with the product for a minimum period of 3 years.
(v) The cooperative/FPO should have sufficient internal resources to meet 10% of the project cost and margin money for working capital;
