Haryana IT/ITeS Policy 2026: Empowering the Next Generation of Digital Innovation
This new policy, officially titled the Haryana IT/ITeS, AI and Emerging Technologies Policy 2026, was notified on May 27, 2026, and is set to remain valid for five years
. It represents a significant push by the Government of Haryana to position the state as a global hub for technology and innovation.
- The policy’s core objective is to accelerate the adoption of Artificial Intelligence (AI) and other emerging technologies like Blockchain, IoT, and Robotics.
- A central pillar of this vision is the Haryana AI Development Program (HAIDP), which aims to drive digital transformation and governance efficiency across the state .
Major Financial Incentives for Units
The government is offering robust financial backing to attract and support IT and AI units:
- CAPEX Support: Eligible units can receive a reimbursement of 20% to 30% of their eligible capital expenditure, depending on their location . For instance, units outside the Gurugram district are eligible for the highest tier of 30% support .
- OPEX Support: Units can also claim reimbursement for operational expenses (like net SGST paid, electricity duty, and lease rentals) ranging from 50% to 70% for a period of five years .
- Infrastructure Support: To encourage the development of private Cyber Cities and Parks, the state provides capital subsidies or Net SGST reimbursement, with assistance capped at INR 45 Crores per park .
Boosting Local Employment and Skilling
The policy places a heavy emphasis on creating jobs for Haryana’s residents:
- Employment Generation Subsidy: Units that hire local Haryana employees are eligible for a subsidy for 10 years . If more than 15% of the workforce are local residents, the subsidy increases based on a specific formula .
- Job Readiness Program: To bridge the gap between academia and industry, the government will reimburse 50% of the stipend paid to interns (up to INR 15,000 per month) for up to 50 interns per unit annually .
- Innovation Labs: The state will support 100 academic institutions in establishing AI/Emerging Technology Innovation Labs by reimbursing 75% of the cost (up to INR 50 lakh per lab) .
Special Focus on Startups
The policy aims to create a nurturing ecosystem for new businesses:
- Procurement Preference: Startups get special exemptions from tender fees and Earnest Money Deposits (EMD) in government procurements .
- Incubation Support: The top 15 performing startups in the state will receive free incubation space in government-owned incubators for up to three years .
