Haryana has officially taken a giant leap toward becoming a global food processing hub with the notification of the Haryana Agri-Business & Food Processing Policy 2026.
Effective for five years starting May 29, 2026, this policy supersedes the 2018 version and introduces a sophisticated framework to enhance the state’s agricultural value chain.
A Powerhouse of Primary Production
Haryana is already a titan in Indian agriculture.
With 80% of its geographical area under cultivation and 70% of its population engaged in agriculture, the state is the second-largest contributor to India’s central pool of food grains.
Notably, it ranks first in cereal exports and produces more than 60% of the country’s basmati rice.
In 2024-25, agriculture and allied sectors contributed 15.9% to the Gross State Value Added (GSVA).
Key Parameters and Targets for 2031
The policy establishes ambitious “key parameters” to measure success over the next several years:
Investment
Attract private investment exceeding ₹5,000 Crore.
Employment
Generate 30,000 new jobs specifically within the food processing sector.
Exports
Increase the state’s food processing exports by 50%.
Post-Harvest Efficiency
Drastically reduce losses through the expansion of cold chains and agri-processing clusters.
Strategic Rationale: Why Now?
Despite its production prowess, Haryana faces challenges like fragmented supply chains and significant post-harvest losses in perishables like fruits and vegetables.
The 2026 policy focuses on diversification into high-growth segments such as:

Backward and Forward Linkages
Financial assistance of up to 35% (capped at ₹5 Crore) is provided to strengthen farm-level aggregation and retail distribution.
Innovation and Quality Control
The policy offers a 45% grant-in-aid for establishing:
- R&D / Incubation Centres (up to ₹5 Crore)
- Food Testing Labs (up to ₹2.5 Crore)
Sustainability Initiatives
A dedicated Food Waste Processing Scheme provides a 45% grant (up to ₹2 Crore) to support circular economy practices.
Focus on Inclusivity and Excellence
A distinctive pillar of this policy is its commitment to inclusive growth.
A 5% extra incentive is provided for enterprises led by:
- Women
- Scheduled Castes (SC)
- Divyang (Differently-Abled)
- Transgender Individuals
- Ex-Servicemen
Additionally, the state will establish a Haryana Food Processing Centre of Excellence (CoE) with a budget of ₹50 Crore.
This hub will provide:

- Research Support
- Technology Adoption Assistance
- Support for MSMEs and FPOs
The Centre of Excellence will also facilitate the adoption of cutting-edge technologies such as:
- Non-Thermal Processing
